Request for Proposal (RFP) for Biostatics and Data Analysis Services

About the UMP RFP

UMP is seeking responses from potential collaborators interested in establishing a long-term partnership with our research leadership and clinical teams. The pilot will include a series of partnered projects with the goal of establishing a framework for the future endeavor to support the analysis of data to assist in defining several research targets, including collaboration on publication. The scope of work will be fully defined as a part of the contracting process. The purpose of RFP is to provide UMP with information of capabilities, experience, expertise, and pricing model for potential collaborating partners. The statement of work below is to be considered a draft for the propose of the RFP evaluation only.

The Statement of Work

  • Provide expert and strategic biostatistical technical support, guidance, and advice on advancing UMP projects including clinical, quality, and operational initiatives, including aiding in study design
  • Prepare and review statistical analysis plans, provide detailed specifications for analysis files, consistency checks, tables and figures; communicate with leadership and investigators regarding statistical design and analysis issues.
  • Prepare process optimization and validation plans upon request.
  • Evaluate the design of studies and milestones for sound statistical analysis plans to ensure they are sufficiently powered and controlled with experimental and statistical rigor to lend a high degree of confidence in the studies and results.
  • Interpret and, as needed, perform analyses and assist in the writing of statistical sections of study reports and collaborative publications.

The period of performance shall be a six-month base period plus two (2) opportunities for subsequent option periods. UMP anticipates award of a labor hour award for this acquisition, and the anticipated Base period of performance is January 15, 2026 through June 30, 2026, 70 base hours with Option Line for 30 hours. Subsequent option periods will be considered based on progress of the pilot project and ability to meet project milestones. Selection is not a guarantee funding. Funding will be based on the ability to agree on final terms and conditions in the contracting phase.
